At the Second Meeting of the 10th National People’s Congress (NPC) in March 2004, China partially amended its 1982 Constitution and acknowledged former president Jiang Zemin’s theory of the “Three Represents” as an important thought on a par with Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory. The amendments also resolved the discordance between the provisions of the original Constitution and China’s political-economic reality brought about by reform and opening, by introducing provisions on the inviolability of private property, the respect and guarantee of human right, and so on. At the Fourth Plenary Session of the Communist Party of China (CPC)’s 16th Central Committee (September 2004), Jiang Zemin retired from his position as chairman of the CPC Central Military Commission, and was replaced by General Secretary Hu Jintao. Hu took over all the supreme posts of the party, the state and the army, establishing the “Hu Jiatao regime” in both name and reality. Also in the Central Military Commission, former General Political Department Director Xu Caihou was promoted to Vice Chairman and four new Members ? Chen Bingde, Qiao Qingchen, Zhang Dingfa and Jing Zhiyuan ? were introduced. The Commission now includes the directors of the four General Departments of the People’s Liberation Army (PLA) and the commanders of the Air Force, the Navy and the Second Artillery Corps, indicating that it, while strengthening its efforts in its political and ideological work, has become a war-fighting organization that take the initiative in military operations, with an eye on the revolution in military affairs.
